Peter Williams Barker (1819–1917) was born around 1819 in Ditchling, Sussex, as the son and heir of Peter Barker of Whitby, Yorkshire. He was also the brother of John Thomas Barker, who matriculated in 1844.
Peter Williams Barker commenced his academic career at the University of Cambridge when he was admitted as a pensioner to Trinity College on January 11, 1837. He initially matriculated under the name P. William in the Michaelmas term of 1837. Following this initial period at Trinity, he migrated to Pembroke College on October 17, 1838, where he continued his studies and ultimately graduated with a Bachelor of Arts (BA) degree in 1841. During his academic trajectory and intellectual life in this period, he was a member of the Cambridge Apostles. His life spanned nearly a century, ending around 1917.
